The Flax Quarters is a modern Garden City designed to create high quality living spaces that respond to sustainability challenges today and in the future. Different scales of greenery, both private and public, recreational and productive, are integrated for the benefit of humans and nature. Unique living qualities connecting residents to public space and green areas are created by a dense and low building typology. The project aims to reduce the ecological footprint through various strategies including timber constructed buildings, reuse of building materials, minimizing concrete structures below ground, solar energy production, and services that promote environmentally responsible behavior by residents.

The overall layout of the district aims to achieve a timeless housing area with diverse and inclusive public spaces featuring a network of greenery, with the lake park being the main attraction. Beyond the city of Pärnu, the modern Garden City with its unique architecture and services promoting a sustainable lifestyle will create a destination for residents and visitors.
